El Centro Logístico Regional de Asistencia Humanitaria (CLRAH), en coordinación con la Autoridad Nacional de Aduanas y Agencia Panamá Pacífico, colaboran para establecer el Traslado Interno de Aduanas para la asistencia humanitaria (TI).
El TI es un proceso aduanal, que se utiliza en el manejo de la logística comercial; pero desde el pasado 23 de diciembre, cuando el Consejo de Gabinete aprobó modificaciones al Decreto de Gabinete No. 12 de 2016, dictó disposiciones sobre el manejo de mercancías sujetas al régimen de envíos de socorro o ayuda humanitaria.
Alberto Sierra, administrador del Centro Logístico Regional de Asistencia Humanitaria (CLRAH), sostiene que la modificación aprobada en el Decreto de Gabinete No. 36, de 23 de diciembre de 2019, permitirá contar con datos en tiempo real sobre los movimientos de carga humanitaria, así como también migrar a un proceso electrónico inmediato, reduciendo significativamente horas en actividades de tramitación y papeleo.
En este sentido, agregó que en virtud a la aprobación de las nuevas disposiciones aduaneras para asistencia humanitaria, la Autoridad Nacional de Aduanas se encuentra realizando los ajustes que permitan la implementación del TI a los usuarios del CLRAH.
Por su parte, Tayra Barsallo, Directora de la Autoridad Nacional de Aduanas, indicó que durante la administración del presidente Laurentino Cortizo Cohen, la entidad a su cargo, ha alcanzado un buen nivel de cooperación con el CLRAH, que establecerá un desarrollo tecnológico que permitirá verificar de forma más expedita toda la mercancía que mueve esta institución con un control adecuado.
Barsallo agregó que este trabajo en conjunto, se traducirá en respuestas más rápidas y efectivas a quienes necesiten ayuda humanitaria, no sólo en Panamá, sino en todo el continente.
